You wouldn't pay employees to sit around, chewing bubble gum and twiddling their thumbs all day.  If an employee wastes time, money, or resources they are quickly dealt with.  Every element of your business must be evaluated and sharply focued on generating revenue - if not makig you a greater profit.  But many business owners and marketing directors throw money at search engine marketing in the hopes that they will increase traffic to their website.  Why would you spend large amounts of money on one of the world's most trackable marketing tools if you were not generating revenue or profiting?  That sounds less like a marketing budget, and more like a gamble to me...
